Is buying an apartment in Cambodia enough to get a visa to l

Is buying an apartment in Cambodia enough to get a visa to live there?
I inherited enough to buy a car and an apartment and live an average life just about anywhere in EU (excluding the very expensive Champs-Elysees), but so far I haven't bought anything yet, I'm renting.

Last year Cambodia passed a law that allows foreigners to buy property above the second floor and I've seen ads for really nice apartments in the french quarter of Phnom Penh for $30.000 and up.
